Remove the covers and take the parts out. You could also have bad seals, self explantory with the cover off. Sand the metal surfaces and replace the disks. You could also need new balls and springs, available from CaseIH. That will usually fix it. If not, OEM Tractor Parts can completely recondition for about $360. Doubt if you need to go that far.
