It's not a slip clutch. It's an overrunning clutch that lets the blades spin when you press the clutch. Without the clutch, the spinning blades would continue to push the Cub forward about 5-10 feet.
The overrunning clutch is shot. You can replace it or you can weld it solid, but be careful if you weld it because of what I said above. Make sure you pop the tractor out of gear each time you press the clutch pedal to prevent the problem.
