Get on the little hand primer pump right on the back of the injection pump, open bleeder on final fuel filter if it has one, last models do not. Keep pumping until fuel comes out of bleeder, close it keep pumping many many strokes so as to fill head of inj pump. It may well take a couple of hundred strokes. Should build quite a bit of resistance to pumping if everything is filled with air less fuel. It also has to crank over at a good speed. Give it a good bit of throttle and have at it .
