Simple things first. The oi filter has an orfice in the retaining bolt. Did you install a different kind of filter or something. As it is a bypass type filter, meaning oil is just metered right off the oil gallery and then to dump from filter this can affect oil pressure. Second, oil pump, condition and clearance of end plate on pump, next proper relief valve and spring in pump. Some relief valves were inadverdently used that had a step on end but M should not have it. Pressue should be 65 to 70 psi at high idle and hold 30 or 40 psi at low idle. If these things check out you may need to pressurize gallery with pan off and check where oil is going. Cam bearing, main bearing etc.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?").
