The shaft has been over-tightened so many times that the top of the canister is now deformed and most likely has caused a "lip" to form on the inside of the hole. A new brass washer on the shaft will probably NOT fix the leak. You need to find a better canister.
I fought that same kind of leak on my 1940 H. I took the thing all apart one day and discovered what had happened, and went and removed the camister and bolt from a parts H I have. Presto, no more leak. I now have a nicely painted oil filter canister, complete with the "Purolater" decal just sitting on the shelf collecting dust. It is pretty to look at, but no good to use.
