The only way that will work is if you put a priority flow valve between the pressure outlet of the pump and the hydraulic reservoir, and run one output to the reservoir and the other to the christmas tree valve.
Doing it that way, you really should install a relief valve between the priority valve and the christmas tree valve too. Otherwise you could blow the christmas tree valve.
If you plumb it the way it's supposed to be plumbed, you're going to get what you're getting now.
The one-way output is supposed to supply the christmas tree valve with pressurized oil. Pull the lever back on the one-way, lock it back, operate the two-way. To use the one-way you MUST disconnect the two-way because they're connected in series.
