i recently got a 140 that has been sitting for 2or3 years.[maybe longer]when i first started it it was runnin wide open.i pushed on carb linkage that was stuck and it idled down after that.but would never open up all the way.the governor was still sticky feelin so i took it off and cleaned it and and replaced the big spring inside but it will still not run at full throttle.does the actual governor itself go bad?if i have the throttle lever pressed all the way forward and runnin the motor only runs at half throttle,but as soon as motor shuts off you can see the linkage to carb open all the way up.the carb itself moves freely its like the governor itself wont allow it to open[all the way] till the motor shuts off.please help thanks rusty
