As a young boy, over 50 years ago, I observed a Farmall M being repainted at an IH dealer, and the guy doing the work was brush painting the rims with plain old aluminum paint. Nearly every H or M that I have seen since then has evidence of brush strokes on the rims. If you take your time, use a GOOD quality soft bristled brush, and really pay attention, you can eliminate the evidence of using a brush.
If you have the tires off of the rims, aluminum paint in an aerosol can works quite well.
