There are two brake bands inside the rear cover. One makes the PTO go, the other makes it stop. You adjust them via two screws at the right side of the top of the rear PTO case. The adjustment procedure is well covered in the archives on this site. The control lever linkage is also adjustable.
If you need to access the bands for inspection or replacement, it's a very easy job although you'll probably need a puller to remove the rearmost drum. And make sure you're sitting down when you ask for a price; the bands are exorbitantly expensive.
One thing that no manual seems to mention: If you've decided to inspect the bands, first drain the oil from the rear PTO case by removing the plug at the lower left side of the case.
