My TC-55 Farmall 400-450 parts book has one picture with the tach hole on right side. It lists two descriptions. The first is for Farmall 400 tractors 501 to 23615. The tach hole cover and screws are included.
The second is for F-400 from 23516 to "up" and F-450 from 501 to "up". No mention of tach hole cover. Must be an oversite.
Can't say that I have ever seen a left side tach hole. Maybe I can find a picture in one of my books. It seems from what you say, my F-400 tach should have been installed on the left. But I think a recess was there on the right similar to the embossed "hole" in a Cub dash panel.
It's been many years since I installed the tach on the F-400. For some reason, I thought I had to knock out the sheetmetal "plug" or use a hole saw rather than remove a screwed on cover. I'll have to take a closer look tomorrow to see if the nuts are embedded or whether they are separate.
Just for the halibut, below is a F-450 shroud

I've already drilled the center of the bolt out with about 7/64" drill bit the entire length of the bolt. Only one end of the bolt is visible. I tried to use an easy out but it wasn't budging and I didn't want t
