This is not correct. The high charge condition is normal in H position. The lights (in D or B position also put it in high charge for the gen. The lights are "engineered to use about as much current as the gen can manufacture at medium speeds and above. This allows continuous use of the lights at night without over charging the battery. If it is going discharge with the lights on at idle or 1/3 throttle it is normal. If it is discharging at 2/3 to full throttle, it is probably a short to ground in the lights, or too many bulbs (if any extra have been put in it, or on it) Lights draw between 9 and 12 amps, so slow tractor engine operation at night will drain the battery.
