Governors usually react to speed by closing down. a spring is used to fight this action. There are three things to look at: The pivots on the weights can hang up and act like they are going slow. The linkage that is attached to the weight system can be out of place. or the bearings in the system that align the moving parts can be worn. (also if it is not turning due to a broken or disconnected drive gear) Looking at the parts manual tells little. A blue Ribbon repair manual is some better.
