My best guess. They are sickle guard attachments for downed crop useful for layed over alfalfa, and beans etc. Spaced at about one foot or so along the header if on a combine, or on the conditioner bar for hay. Some rice harvesting machines (Wild rice here in MN) may also have used such a device in the past. Jim
