Set with carb upside down, float resting on needle and seat. That double float can require some tricky bending in the correct places. Make sure pivot pin isn't flopping around, should be pinched in the one end of retainer and no excessive side movement. Also, they tend to touch sides of carb so watch that also. Float drop is l 15/16 with float hanging down, carb right side up. Those needle and seats give a lot of trouble also, I always stake the seat with a "special" tool I have. Actually I use a old pintle from and injection nozzle tip, works great. Seems that who ever mfgs them can't make a nice round hole with a good seat in it. Say, leakers.
