We had a guy show up with something very similar which had a foundry name from Tekonsha, MI on it. We found sales brochure saying they were for wagon flare boards. Looks like the same thing to me.
I agree they would be flare brackets for (horse drawn)wagon sides, I have similar ones here, there would be another bracket that this fits into on the upright board of the wagon and then these would lock in to hold the top boards either straight up or flared out depending on what you were wanting to haul on your wagon.
