The cleats are rotated by hand. An over-center spring on each cleat keeps them in or out of deployment. They were made in Canada by a company called the Traction Company. I think the net effect of these traction aids is they permit the tractor to go further a from solid footing and get stuck twice as badly. On the other hand, they are probably great for skidding logs through two feet of snow.
I am still working on the tractor so I haven't tested the wheel attachments yet.
