How well the Charlyn PS works at low speed depends a lot on where it get's its hydraulic pressure.
A dedicated belt-driven PS pump provides very little low flow low engine RPMs. This results in slow (or even no) steering assist at slow speed.
However if the tractor has live hydraulics and the Charlyn is supplied by a priority valve (flow divider) from the live pump, the PS will provide full assist even with the engine at low idle. (The Charlyn on my Super M works from the live pump - it works fine even with the engine idle and the tractor stationary.)
Of course a tired pump or a worn torque generator on either type system will diminish the power assist.
