IH used two different types of resistors. The first style was the the ceramic block with a wire wound resistor. It should be located near the ignition coil. It will have one wire from the key switch on one side and two wires on the other side, one from the starter solenoid and the other going to the ignition coil. Later systems have a resistor wire between the key switch and the "I" terminal on the starter solenoid. Another wire will run from the "I" terminal to the ignition coil.
Looking at the solenoid can tell you which style you have. If you have a single wire on the "I" terminal you should also have resistor block. If the "I" terminal has two wires attached the resistor is built into the wiring harness.
