Have you checked the flow and pressures at each steering line at the front axle. Just a bucket to catch fluid will suffice. Check both at same time for flow and individually for pressure. If not the same problem is still in steering hand pump orbital valve and motor. If they are the same problem is in cyl or front axle assembly. I had a weird one once upon a time, steered one direction fair, other way was very hard,spindle was rusted almost solid in knee.
