famall 460: Pto wont turn off and ideas for changing to 3pt ?

I am new to farming and inherited a 460 that has a pto that will not stop running. I am not sure where to start with it. I also have a fast hitch that I want to change to a 3 point. I have the lower 2 points, but haven't been able to figure out the third point on top. Any suggestions?
