When the starter locks the engine the problem is worn teeth on the drive and possibly also the ring gear. Usually replacing the starter drive is enough to correct the problem. If there are teeth burred over on the ring gear you can make it serviceable but filing off the rough areas. Just make sure the surface that the drive pushes against is smooth.
