On a couple of my Hs,I used some 1/4" long shank bolts. Make sure the shank on the bolt is long enough to pass through both the bracket and the weight. Cut off the threads so there is just enough left install a nut, carefully tighten down the nut so you don"t limit the movement of the weight, and then either tack weld or stake the nut so it can"t loosen up. If I remember right, I had to use a dab of valve grinding compound on the shank of the bolt to "fit" it to the hole in the weight.
