In this day and age of the prices of govenor parts for an H or M or the likes, I drill out the weights and carrier and use roll pins. Haven't had the opportunity to test tractors on a dynamometer for govenor sensitivity, but my own rigs seem to be nicely responsive when I come under a load. I drill weight just a tad larger than carrier so it pivots freely. I use numbered drill bits to get this fit. Also, determine the pressue point weight will pivot at so you are not on the roll pin groove. The 221 to 301 gas engines all use roll pins from factory.
