Sounds to me that you need to do a throttle linkage adjustment also synchronize the carborator with the govner, to do this pull the throttle wide open remove the clevace pin from the carborator open the throttle plate wide open adjust the linkage so the pin will fit in freely then add one half turn then install pin. If this does not cure the problem remove the govner from the engine dissassemble the govner and check the thrust bearing and also the fingers.
