All tractor rears are a little bit "square." They're never perfectly round, and cheap tires can be pretty bad in that respect.
IMHO, the weight of the fluid forces the tires to flex and conform more. Empty tires will bounce.
Water balloon vs. air balloon... The water balloon will flatten out and roll smoothly across a surface, while the air balloon will bounce across the same surface.
BTW, the fluid doesn't "sling around" inside the tire. It will pool at the bottom no matter how much/little there is, and no matter how fast you go. The only way it will sling around and create an out of balance situation is if it's frozen solid.
