Excuse me for being blunt, but that is total bull$h!t.
If that were true, IH would've gone under a lot sooner than 1985... They would've closed up in 1965, due to all the wrongful death lawsuits from their freewheeling tractors with inadequate brakes killing small children.
It DOES have a TA.
One of two things is going on:
1. The TA clutch has failed outright.
2. The TA lever & clutch pedal adjustments are so far out of whack that the TA clutch is being held open, essentially causing the tractor to be in TA mode all the time.
