If it doesn't start by pulling it, putting in new batteries and cables is not going to correct the problem. As long as the glow plugs are working look to the fuel system and get it to run by pulling it before spending too much time on the starter and batteries.
It should start even without the glow plugs but you have to pull it a long ways. Mine has to spin over for about a quarter mile of pulling it to get it to start without the glow plugs working.
