Late Super M had the same transition grill with the unpunched holes. It was probably an inventory management solution to be sure that they had a grill that could be modified when it was ready to go on the upcoming tractors like the SMTA.
You have to remember that grill cartons take up alot of space in the warehouse. They probably did not "nest" them in order to avoid damage to one of the most visible parts of a tractor. The Just-in-Time inventory concept wasn't as refined as it is today. It takes alot of computer capacity and control to implement, particularly with a company like IH with all their parts and products.
