A tire dealer that sells tractor tires. You do not need to use a torch. Soak them with penetrant for a while, and and use a wrench with a cheater bar, possibly a hammer. Power ratchet may work. Worst that can happen is that you will break the wrench. To move the wheel, turn the clamp either to the side or to the bottom and rock back and forth. A lot easier to move in than out. Support the axle housing securely and keep away from the wheel.
