Yes, the bolt patterns on the beams are the same.
You can install WIDER cut bottoms on a narrower plow, but not the other way around. That is a 16" bottom will work just fine on a 14" frame.
In reality the only difference between a 16" and a 14" Super Chief is the length of the share. IH shows the same part numbers for the frog, shin, and moldboard for both bottoms.
