Lots of posts and threads in the archives. Do a search on gas tank rust. Phosphoric acid is the best stuff for rust. Then seal it with with wd40. Product with the highest concentration of Phosphoric acid is Behr concrete and masonry etcher from home cheapo and places. Comes in a gallon jug and can be diluted with water. Sometimes you have to try a heavy dose of muratic acid for big rust and it is cheaper but probably not necessary for rust dust.
Not sure if anything is a permanent fix except the tank coatings. I've got my carb torn down now after reacidizing the bottom of the tank for a couple days and flushing it with a gallon or two of gas. My carb even started rusting. Got it in acid now.
You can put a piece of screen or rubber hose over the end of the sediment bowl/bushing going up into the gas tank to keep the bottom dwelling crud from getting into the line.
First I've heard of using a magnet to catch rust. I may fish one into the bottom of my tank and leave it.
