Sloppy Steering on a Super AV

I have a 1952 Super AV that has about half of turn of the wheel of before it turns the tires. I have checked everything from the yoke to the tie rods, to the axle spindles and they are tight (and no slop). I believe it is in the worm gear in the steering box. I took the large plug off the front of the steering box and tried tightening the castle bolt inside but it was tight. I took the castle bolt off and removed the bushing with the bearings, but could not tell where to go from there. The only service manual I could get was for a A/AV, and it did not give enough detail. Does anyone have experience finding the problem and or fixing it? The steering works fine once I turn it about 1/2 turn then it turns the tires just fine. It just gets a little bit road crazy if you hit a bump with any speed.
