Jim 10-1 it is the cable from the starter switch to the starter if it appears original. If insulaton is cracked or missing, those wires have rusted inside and won't carry any kind of current anymore. That is a very common problem on Hs and Ms. You can also take the starter switch apart and clean it. The brass contacts inside do get weathered with time. A third place could be a bad post on the starter. A 4th. place could be that the starter needs to be rebuilt.
