It's kind of a "nominal" size, like pipe sizes are, meaning that it's the area of a 1 1/4 bore with the consideration of the area with the inserted throttle shaft's area subtracted...so the measured diameter is greater to allow for that. Naturally the minimum size in the venturi is somewhat less, couldn't be a venturi if it wasn't.
