Brake bond is an epoxy, and I am not sure if it is available retail. It is not a difficult job to rivet, why not do that? The next time "baby needs new shoes", it will be a real chore to replace them if you epoxy them on.
I would strongly suggest you rivet them. It is not a hard job, and is actually "correct" as the originals were rivetted. Don't forget, brake lining can crack and you can lose chunks of it, so you wouldn't even have to wear the lining out to possibly have to replace it.
However, 'tis your tractor. JB weld just might be the ticket.
