Follow the linkage. (do not run it at High RPM, it will come apart) Governed High Idle is less than 2000 Probably 1650) so if it seems way to fast it is. From the throttle lever at the wheel, a rod goes forward and down through the hood. It is connected to a rocker lever and has springs to give feel to the lever. There is a rod from this rocker lever that moves an arm on the back of the governor. It should move this arm through its full travel.
If it is it is OK. If the arm is loose and moves with no resistance when disconnected from the rod going up, there are internal problems in the governor.
If it seems to feel spring resistance as it is moved, it is OK.
The most likely cause is a mis located tab and slot in the linkage where the carb attaches to the governor tube (top front of carb, just below the mounting flange) remove the two screws holding the tube and push it toward the governor. Look to see if the tab and slot are engaged. Probably not. Put it right (it is tricky) and all is well. Keep us posted, and do not run it at high speeds. Jim
