Good price for a 300?

I've been looking for a 300 rowcrop. I found one, and the guy wants $1950 for it. He says the tin is pretty straight but needs paint, the TA is out (can this be repaired, and if so how much will it cost?) rear tires have good tread but are weather checked, needs new front tires, still is 6 volt, and has the 2 point fast hitch. Should I go for it?, or do the things that need repair make this a bad buy? How much should I offer for it? Any advice would really be appreciated!
