There's nothing but the owner's self-control stopping them from bolting any number of non-966 parts on to a 966. It all goes back to Eli Whitney and the concept of interchangeable parts.
So he ground off the serial number... So what? Even if the number was still there he could have done ANYTHING to the internals of that engine, and there's no way to tell without tearing down the engine.
This is going to boil down to your club's rules, and how you enforce them.
If your rules state "factory equipment" and he's claiming it's a 966, then the turbo is out.
Do you have a rule where the tractor can make no more than ???% of the factory-rated HP? Put it on the dyno after one of his "beat everyone by a mile" pulls. Don't let him get off the seat.
