If the spring in the governor is good, does the linkage try to resist your movement when you try to rev it up?? In other words, is it extremely hard to move when the spring is good?
My 140 that I was talking about (in a post after this one) allows you to rev it up using the governor to carb linkage. That is really the only way I can get any response out of the throttle.
