Your Fluke 77 is a good meter and is not affected by generator/regulator electrical noise (it's what I use for old tractor electrics...)
But instead of watching the digital display use the bar graph at the bottom of the display. It is easier to interpret than rapidly changing digital display. Or as other suggest pick up an analog meter. Older ones like Simpson and Triplett are best and can be purchased cheap on Ebay, etc.

As to your "no charge" problem the cause could be a poor ground at the regulator, high resistance in the wiring harness between the generator and regulator, a weak generator (bad brushes, etc) or a bad regulator. FWIW the the last two new regulators I've purchased needed to be "tweaked" before they would operate properly...
