I mean that the fuel would come in through the stem below the element, then go upward in the bulb through the filter and into the outlet. This would allow particles to drop off of the filter into the bulb when stopped (no Flow) and still filter well. If there is clean fuel, and good original screens in the sediment bulb, and the carb inlet fitting, the fuel will flow just fine through the carb. Jim
