LOL yep it is working just as it should if the float needle is sit closed. That sediment bowl is full of air and well lets just say air and gas can not fill the same spot at the same time so yep it will not fill till you start the engine and when the float drops to open the needle the sediment bowl will then fill with gas. If it did not do as it is then you would have a leak in the fuel system which would not be good
