Mike, This sounds like a classic case of trash plugging up the fuel tank. Check the fuel from the tank to the carb inlet by opening the fuel bowl valve and then opening the carb drain. If little or no fuel flows out, work your way backwards along the fuel line beginning at the little filter screen in the carb inlet. My Cub was constantly plugging up with rust in the narrow fuel bowl inlet. If, however, fuel flows out you'll need to check your float and float level and make sure the main jet is clear.
