first off, I do not believe they were rubber, I believe they were gasket material............which is what I made mine out of. Use a small ballpeen hammer (the round side), place the sheet of gasket material over the outside end of the brake drum. Using medium light blows, you will cut the gasket to fit the recess. Now, with the gasket in the recess, take the same hammer, and tap at the center where the bolt goes. Once again, you will cut the center bolt hole out.
If you happen to drive the piece of gasket cutout into the bolt hole, a simple penknife, or darning hook can be used to pull it out.
you now have a custom made gasket for the brake drum.
ps. the first cut is done with the brake drum off the axle. the bolt hole cut is done with the drum on the axle, but no bolt installed.
