The adjustment screw (I think) is out to lean in to rich. If it does nothing, the carb may have too high a float level. A good cleaning with submerged parts, not just spray can, and blow out will help. Be sure the needle and seat do not leak, and the float level is correct. (a sinking float from a crack will also do that, shake it to see if gas in in it filling it up.) Good manifold gaskets and carb to intake gaskets are also very important. (when removing the tube to the governor be sure to look closely at the tab abd slot arrangement at the carb to get it back together correctly. Jim
