If the idle mixture adjusting screw is maybe a 1/4 inch or so below the manifold flange that would be a 300 to 450 series carburetor. If its a gasoline carb turning the screw in should make the mixture leaner, so if no effect maybe you have a problem with the float or needle valve regulating the fuel level or for some reason its drawing fuel from the high speed circut at idle. Should be a number on the carb. If its not a 100 series gas carb. turning the idle mixture adjusting screw in makes the mixture richer. Timming and other things can also effect idle. You probably don't have one, but there's still a few 300 and 400 carburetors left that don't have a high speed adjusting screw.
