Heat and penetrating lubricants would be my suggestion.
That's not a particuarly large part so it woin't take a lot of beating. Heat it all up with a torch and let it cool a while. While still a little too warm to touch but a penetrant like PB Blaster of Lisquid wrench to it. Let it sizzle some if it's still too warm, but keep it soaked from that point. As it cools you'll see it draw the penetrant into the rusty area that's binding it. From there it shouldn't ake much more that a few jusicious smart raps to break the key loose.
