I don't know all their reasoning behind it, but U-haul won't allow you to rent a trailer for hauling a tractor.
Typically, they require you to provide a description of the tow vehicle and the vehicle to be transported on the trailer. Things like make and model that they plug into their computer to make sure the load makes sense. It may be as simple as they don't have data or tractors in their database so can't evaluate . . . I'll guarantold, tho, if you tell them you want to haul a tractor, they won't rent to you.
