Crapy-stuff in the fuel tank can do that. If it does turn out to be rust in the fuel tank, you will save yourself lots of grief by installing a large in-line fuel filter in the fuel line. Make sure the sceen in the sediment bowl is in good shape. In fact, make sure you have one to begin with. You will have to clean out the little inlet strainer in the carburator when you install the in-line filter. The strainer clogs up quickly, as it is very small. If you keep taking the carb inlet apart to clean this little thing, you will aggrivate yourself, and probably wreck the inlet threads as well. An in-line filter will stop stuff from making it to the carb inlet filter. When I put one in mine, I had to replace it about once an hour for the first few hours. It clogged up that fast. Eventually they starting lasting longer. The present one - probably the 8th one I put on there, has been on it for over a year.
