Where is the fuel going to? The only way gasoline can escape from the carb while the engine is off is by leaking out, and there is only 3 places where this can happen. One is through a crack in the fuel bowl (not likely) next would be the fuel bowl drain plug(visible) and the third suspect is the packing in the high speed idle adjustment screw, which is also visible. If the tractor runs just fine after you get it started, you do not need a complete rebuild kit.
